Western Area Power Administration

Western Area Power Administration (WAPA) is a federal power marketing administration that provides and delivers reliable, cost-based federal hydroelectric power. It also develops and upgrades electrical infrastructure to facilitate the reliable hydropower delivery.

Wolf Line was contracted by WAPA to remove 25.8 miles of overhead ground wire on a 230-kV transmission line and furnish and install 25.8 miles of 48-fiber OPGW. Additionally, we installed .3 miles of ADSS cable to construct a fiber path on two single wood poles and attach it to existing distribution line poles. Last, we installed conduit and fiber optic cable in the substation and site building, terminating the fiber and testing the completed fiber installation. Throughout the project, Wolf Line drew on its comprehensive experience in transmission line construction to maintain an efficient and safe project, while also complying with many environmental quality protection standards.

Wolf Line understands that every job is different, and we are ready to adapt on a project-by-project basis. With complex OPGW installations, varied installation approaches may be required depending on the terrain and other factors; for the WAPA job, Wolf Line used a helicopter install. With the leadership team’s deep experience as well as their problem-solving aptitude, Wolf Line had the capability to complete the project on time, with no change orders, and while maintaining our exemplary safety record.

The Contractor's field employees did an excellent job of working safely, identifying potential hazards and mitigating those hazards. No OSHA reportable incidents occurred during this project. On this project the Contractor elected to utilize a construction method (helicopter construction) that, by its nature, mitigated many of the potential environmental impacts that traditional construction methods might cause.”
